water, sewer, & garbage rates
The City of Coppell utilizes a seasonal water rate structure to encourage conservation. During the summer months, water is used primarily for lawn irrigation. This usage can account for up to 60% of summer water use. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Those who dramatically increase their water use during the months of June through October will help pay for the additional water needed to keep up with peak demand. Effective February 1, 2018, the City of Coppell adopted a water rate structure based on meter sizes, which is outlined below.
Senior Citizens (age 65 and older) may apply for a 10% discount on the water bill for a residential account held in their name for which an over 65 homestead exemption or current lease is held in their name by providing a copy of their driver's license or other valid proof of age. Disabled persons that are receiving the disability exemption on property taxes may apply for a 10% discount on their water bill by completing a disabled discount request form and providing valid proof of address. The discounts cannot be combined. The City does apply a seasonal rate structure at usage thresholds to encourage conservation.
Republic Services provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695. The current residential garbage rate, effective January 1, 2019, is $16.68 per month plus $1.38 sales tax and $0.10 public education fee. Effective January 1, 2020, the rate will increase by the contractual three-percent to $17.18 per month.
The senior citizen (age 65 and older) residential garbage rate, effective January 1, 2019, is $15.00 per month plus $1.24 sales tax and $0.10 public education fee. Effective January 1, 2020, the rate will increase by the contractual three-percent to $15.46 per month.

A Water and Wastewater Rate Study was completed in October 2017 that provided professional recommendations on the rate structure that is required to maintain the current level of service to our customers, to reflect the continual increases from Dallas Water Utilities (DWU) and Trinity River Authority (TRA) for water and waste water service, and to provide for capital improvements on our aging infrastructure. Water and sewer rate increases are happening not only in Coppell – this is an issue nationwide. Compared to surrounding cities, Coppell remains very competitive.
Yes, the base rate is now determined by the size of your meter. Approximately 96% of our residential customers have a 5/8" meter. Effective February 1, 2018, the base rate for a 5/8" meter increased from $20 to $21. Only four percent of residential customers have a larger meter. Bases rates for the different sizes are listed in the tables at the top of this page.
The base rate is based on the size of the meter because larger meters have the ability to place a greater demand on the water system. Establishing a base rate on the size of the meter is consistent with how DWU charges cities. Each city pays a demand rate based on the volume it can demand from the system, which may not equal what the City actually requests or uses.
Larger meters are often installed to accommodate home fire sprinklers, irrigation systems, and homes with more water fixtures. The size of the meter installed is determined by the builder or engineer who designed the home, not by the City. The meter size installed is determined to be the size necessary for the volume and pressure necessary to accommodate the property's water fixtures.
Downsizing the meter may be an option. However, if a 1 ½" or 2" meter is currently installed, the City's Utility Operations Department recommends downsizing to no smaller than a 1" meter. A noticeable difference in volume and pressure may be experienced if the irrigation system and other water fixtures are running at the same time.
It would be necessary to enlist a plumber to change the meter. The plumber would assess the situation and inform you of the impact of downsizing your meter based on your particular home and if any adjustments to piping would be necessary. The plumber would need to obtain a permit from Building Inspections prior to exchanging the meter. Once the meter is installed, the plumber would need to contact Building Inspections to request an inspection. A new meter can be purchased from Building Inspections. The cost of a 1" meter is $299.25, while a 5/8" meter is $178.50.
