Mission
- Responsible for Land Use Development management through administration of the Zoning Ordinance and Subdivision Regulations, implementation of the Thoroughfare Plan, Streetscape Plan, other physical development plans, ordinances, policies and procedures of the city
Guides the long-term growth of the community
- Monitors and updates the Coppell Comprehensive Master Plan as needed
- Provides research and demographic data to public
Planning and Zoning Commission
The Planning and Zoning Commission is a recommending body to the City Council on Planning issues, including zoning, platting, site plan review, ordinance amendments and related planning matters.
The Planning and Zoning Commission meetings are held:

6:00 p.m. Work Shop Session in the 1st Floor Conference Room
6:30 p.m. Regular Meeting in the City Council Chambers

Prior to the construction of non-residential or multi-family developments, a site plan must be reviewed by staff, recommended by the Planning Commission, and approved by the City Council.

Coppell 2030 Comprehensive Master Plan - A plan adopted in March 2011, outlining the goals and objectives for development of Coppell. A high resolution electronic version and a paper copy are available in the Planning Department.
Chapter 12 - Zoning Ordinance - An online version of regulations including, but not limited to, permitted uses, height, area, density, landscaping, tree preservation, screening, and signage.
Guidelines for Home Occupations - Regulations regarding a home based business.
Committee to Improve the Visual Image of Coppell (CIVIC) Report - An overview of the Urban Design elements to be incorporated in new and redevelopment projects in the City of Coppell.
Old Coppell Master Plan Brochure - A brochure highlighting some of the key points is available for free in the Planning Department. The Master Plan Document is available for review in the Planning Department.
Zoning Files - After action has been taken on each rezoning request, the documents are scanned to an online database. The folder entitled "Zoning Files" includes Conceptual and Detail Planned Developments, Special Use Permits and Rezonings. The Planned Development and Special Use Permit Ordinances are included within the "Agenda Items" subfolder. The Site Plan, Landscape Plan, Tree Survey and Elevations are included within the "Plans" subfolder.
Subdivision Files - After action has been taken on each Site Plan (that doesn't require a zoning action) and Platting request, the documents are scanned to an online database. The folder entitled "Subdivision Files" includes a list of subdivisions. Within the "Plans" subfolder, the Plats are included for each and Site plans, Landscape Plans, Tree Surveys and Elevations are included for each proposed development not requiring a rezoning.
Homeowners Association List - A list of Homeowners Association contacts is maintained by the Planning Department. A contact update form is also found within the online folder.
