The function of Utility Billing is to provide the citizens of Coppell with prompt and courteous customer service while maintaining an accurate and efficient water billing system. The Utility Billing department provides water and sewer customer service to the citizens of Coppell, and prepares bills monthly. This department also provides the billing and collection for the sanitation service on behalf of Texas Waste Management. Other services offered include miscellaneous billing and collection, street and customer listings, meter can maintenance and mailing of citizen newsletters.

Water Service Information
Customers who wish to start, stop, or transfer water service should contact the Water Billing Department during normal business hours. To establish new service, customers may come to our office at 255 Parkway Blvd. to complete an application and pay the security deposit or click on Service Application and Service Agreement to download forms(Adobe Reader required). Once Service Application and Service Agreement forms are completed, include security deposit along with completed forms and mail to P.O. Box 9478, Coppell, TX, 75019. Customers transferring or stopping their service within Coppell may do so by telephone or by visiting our office in person. If you are transferring water service within the City of Coppell, you may be able to have your deposit transferred. Security deposits will be applied to the balance on your final bill. We recommend that customers notify us of any service needs a few days in advance. It is also important that you give us a forwarding address for your final bill and/or possible refund due to you.
If your water service has been suddenly interrupted and you do not know the cause, please call the Water Billing Department at 972-304-3695.
When water service has been discontinued for non-payment of a bill, the full amount of the bill plus a $20.00 reconnection fee must be paid before service is reinstated.
Customers should contact the Utility Operations Division to report water leaks, sewer back-ups, or water quality problems. Please call 972-462-5150.
Residential Water and Sewer Rates
Residential water rates are $12.00 for the first 1,000 gallons and $2.60 per 1,000 gallons thereafter (November through May).
During the summer months water is used primarily for lawn irrigation. This usage can account for up to 60% of summer water use. Experts predict that as the population continues to grow, the demand for and availability of water will begin to stress public water supplies and systems. Those who dramatically increase their water use during the months of June through October will help pay for the additional water needed to keep up with peak demand. Beginning in June and ending in October, residential water rates are as follows:

Senior Water and Sewer Rates
Senior citizens (age 65 and over) may apply for a 10% discount on their water bill by providing a copy of their driver's license. Senior discounted water rates are $10.80 for the first 1,000 gallons and $2.34 per 1,000 gallons thereafter (November through May).

Residential Garbage Rates
Waste Management provides refuse collection services. This service is mandatory for all residents and billed on your monthly water bill. For additional information, contact Utility Billing at 972-304-3695.
The current residential garbage rate is $16.77 per month plus $1.38 sales tax. (effective January 1, 2014)
Senior Garbage Rates
The senior citizen (65-years of age and older) residential garbage rate is $15.09 per month plus $1.24 sales tax. (effective January 1, 2014) For additional information, contact Utility Billing at 972-304-3695.
Commercial Water, Sewer and Garbage Rates
Commercial water and sewer rates are based on the size of the meter installed. Contact the City of Coppell for water and sewer at 972-304-3695. Commercial garbage rates are based on the size of the container. Please call Waste Management for service at 972-315-5400.
Paying Your Bill
Customers are billed monthly for water, sewer, and garbage services. Payment is due no later than twenty days from the billing date. After the 20th day, a 10% penalty will be assessed on the balance. If payment still has not been received within approximately 10 days after the penalty date, your service will be disconnected. Additionally, there will be a $20.00 reconnect fee to have your service reinstated. To avoid service being disconnected and being assessed the reconnect fee, customers unable to pay their bill in full by the due date, should contact our office to make payment arrangements. Electronic Bank Drafting Service
In an effort to provide better service, the City offers electronic bank drafting service for monthly water bill payments. This can be arranged with almost any financial institution at no additional cost. Customers selecting this payment option will receive a monthly bill stating "Amount Due will be Bank Drafted - DO NOT PAY." Your bank will then deduct the water bill amount approximately two or three days prior to the due date printed on the bill and forward your payment to the City. There is no charge for this bank draft plan and the draft option may be discontinued at any time by simply notifying the City in writing. The City of Coppell has established a voluntary donation program that is payable with your monthly water bill. The program is strictly voluntary and allows a total contribution of $2.00 per month to be utilized for the Library, Parks, Economic Development and Fire Department services only.
- The Library will use funds for capital improvements with emphasis on purchasing library materials in various formats for all ages, additional furnishings, and continued development of the E-Branch.
- The Parks Department will receive funds for capital improvements with emphasis on upkeep of parks, ball fields, tennis courts, and playground equipment.
- Economic Development will use funds to assist in locating and attracting new businesses to Coppell.
- The Fire Department will use funds for general support with emphasis on the Paramedic Program and supplemental supplies, specialized equipment, and continuing education and training. All contributions are tax deductible.
Hours and Payment Locations
The City of Coppell Utility Billing Department is located 255 Parkway Blvd., Coppell, Texas. Our normal office hours are 8:00 a.m. until 5:00 p.m. Monday thru Friday. We are open until 7:00 p.m. on Wednesdays. For our customers' convenience, two drop boxes are available for utility payments. One drop box is located in the lobby of Town Center. A drive-thru drop box is located in the parking lot of Town Center. For your safety we ask that cash payments be made at the payment window inside Town Center only.
