The Community Development Department is a newly formed department with emphasis placed on the community. The success of the new Community Development Department depends upon successfully serving "the community," which consists of:
- The citizens of Coppell
- The businesses that choose to make Coppell their home
- Current and prospective developers/builders
- Other departments/divisions within the City government

The Building Inspections Division administers and enforces the building construction, fire, zoning, and neighborhood integrity codes and ordinances in an effort to ensure a safe, well maintained community.
The Code Compliance Division consists of three code compliance officers. To maintain the neighborhood integrity and safety of the community, each officer is assigned an area to ensure this is accomplished.

Environmental Health's mission is to protect the health of the citizens of Coppell from foodborne illness, communicable disease and hazardous materials through routine inspection, education, monitoring, investigation and enforcement of food and environmental ordinances.
The Planning Department is responsible for land use development management through administration of the Zoning Ordinance and Subdivision Regulations and implementation of the Thoroughfare Plan, Streetscape Plan, other physical development plans, ordinances, policies, and procedures of the city.
